Dale Street Redesign

Ramsey County will be making roadway and safety improvements along Dale Street in Saint Paul, from Iglehart Avenue to Grand Avenue. Improvements are needed to replace outdated infrastructure and to address safety concerns for pedestrians and motorists.

The project will include:

• New pavement, pavement markings and curb replacement in select locations.
• New traffic signals between Iglehart Avenue and Grand Avenue.
• Signal upgrades at Thomas Avenue and Minnehaha Avenue.

Timeline  

• July
  • Traffic will shift to the west side of Dale Street.   
  • Pavement removals will begin on the east side of Dale Street.   
  • Underground utility work will begin.  
  • Work will begin on the Dayton and Marshall Avenue intersections. 
• August
  • Curb and gutter installation will begin on the east side of Dale Street.  
  • Signal work will take place on Marshall Avenue and Minnehaha Avenue.  
  • Crews will begin pouring concrete sidewalk along the east side of Dale Street and at the intersections of Marshall Avenue and Minnehaha Avenue.  
• September
  • Crews will begin pouring concrete roadway on the east side of Dale Street.
  • Restoration work on the east side of Dale Street begins.  
  • Crews will begin work on the pedestrian medians at Holly Avenue, Ashland Avenue, and Iglehart Avenue. 
  • Crews will pour the concrete at each pedestrian median.  
  • Crews will mill and pave the final layer of roadway.  
  • Restoration work will begin

• Sunday, June 8, 2026, tabling at Grand Old Day.  
• Monday, April 27, 2026, community open house.
• Wednesday April 2026, held two virtual learning sessions.

Traffic Impacts

• The Selby Avenue intersection is closed. Summit Avenue and Grand Avenue are both all-way stops.  
• Traffic is shifted to the east side of Dale Street, with one lane of traffic maintained in each direction. Access to side streets and intersections remain open during this phase.  
• Local businesses near the Selby Avenue intersection are still open and accessible. To reach them, please use nearby side streets including, St. Albans Street, Hague Avenue, Kent Street, and Laurel Avenue. On-street public parking is available throughout the neighborhood, including along Selby Avenue, Laurel Avenue, and Hague Avenue.  
• Dale Street businesses are open, please use local side streets for parking.  
• Pedestrian access will be maintained along the east side of Dale Street. For a full detour, please us St. Albans Street. 
• Please slow down, watch for pedestrians crossing the street and workers in the area.
